PLANO, Tex. – J.C. Penney Co. Inc. said Wednesday that it plans to embark on its most ambitious expansion plan since 1980, spending $1 billion to build 150 new stores from 2007 to 2009.
Speaking to Wall Street analysts at company headquarters here, Michael W. Taxter, executive vice president and director of J.C. Penney Stores, said most of the units would be off-the-mall.
